I have encountered several problems with PayPal when shipping items overseas since tracking numbers are not available when shipping via USPS. Unfortunately several of my buyers claimed that items were not received. Since I had no tracking info, I lost my payments through the automatic action taken by PayPal.
You can obtain a Certificate of Mailing from USPS for $1.05 and this is now acceptable as proof. I discussed this by phone with PayPal. They prefer that you use UPS since they issue tracking info. However, the shipping cost via UPS is much higher than USPS.

Although PayPal has some problems as I discussed previously, it offers many advantages. When selling items, collecting payment is immediate and easy----just send the bill to the buyer and the money is there in my account. The same smooth operation takes place when buying items, I keep a balance in my account for just such occasions. All I do is transfer the exact amount to the seller and my purchase is on the way.
PayPal does offer a valuable service used by millions all over the world.
