This is the meditative state known as Alpha. Just as your heart (on average) has a frequency of 60 beats per minute (or cycles per minute) your brain also works at a measurable frequency which ranges from ½ cycle per second in very deep sleep to over 20 cycles per second when you're wide awake.
You reach the Alpha state when your brain frequency slows down from its normal rate of 20 cycles per second (when you're awake) to between 7 and 14 cycles per second. The Alpha state is where you'll make the connection to your subconscious mind and begin to utilize it in a more productive way.
The second step to achieving your goals is learning how to connect with your subconscious mind, and your Higher Intelligence while in the Alpha meditative state.
