When I had first started using my treadmill, I didn't think that a floor mat was necessary, but now after using one for a few years, I would not ever go back to not using one.
Although treadmills are now quieter and have cushioned running decks, the floor mat adds a bit more cushioning and helps to avoid floor scratches when moving your treadmill.
