The FBI's Ten Most Wanted Fugitives list arose from a conversation held in late 1949 during a game of Hearts between J. Edgar Hoover, Director of the United States Federal Bureau of Investigation, and William Kinsey Hutchinson, International News Service (the predecessor of the United Press International) Editor-in-Chief, who were discussing ways to promote capture of the FBI's "toughest guys". This discussion turned into a published article, which received so much positive publicity that on March 14, 1950, the FBI officially announced the list to increase law enforcement's ability to capture dangerous fugitives.

Individuals are removed from this list when the fugitive is captured, killed, or if the charges against them are dropped; they are then replaced by a new entry selected by the FBI. In five cases, the FBI removed individuals from the list after deciding that they were no longer a "particularly dangerous menace to society". Donald Eugene Webb, added to the list in 1981, was on the list longer than anyone, at 25 years, 10 months, and 27 days. Billie Austin Bryant spent the shortest amount of time on the list, being listed for two hours in 1969. On rare occasions, the FBI will add a "Number Eleven" if that individual is extremely dangerous but the Bureau does not feel any of the current ten should be removed.

The list is commonly posted in public places such as post offices. In some cases, fugitives on the list have turned themselves in on becoming aware of their listing. As of November 1, 2009, 494 fugitives have been listed (eight of them women), and 463 captured or located, 152 (33%) of them due to public assistance. The FBI maintains other lists of individuals, including the Most Wanted Terrorists, along with FBI Crime Alerts, Missing Persons, and other fugitive lists.

Victor Manuel Gerena

Bank Robbery; Unlawful flight to avoid prosecution - Armed robbery; Theft from interstate shipment

Victor Manuel Gerena (born June 24, 1958) is an American wanted by the Federal Bureau of Investigation for the armed robbery of a Wells Fargo armored car facility, in connection with the Los Macheteros group. On May 14, 1984, he became the 386th fugitive to be placed on the FBI's Top Ten Most Wanted Fugitives list. He is still at large, and has spent the second longest time on the list since its inception in 1950 (surpassed only by Donald Eugene Webb). Gerena is believed to have lived in Cuba where his exact whereabouts and fate are unknown.

    Interesting. I never knew when... and how... the FBI's Ten Most Wanted list began. Did you know that 11 of those on this list were captured after being profiled on the long-running TV show "America's Most Wanted"? I'm about to publish a SquidLit review of "Bringing Adam Home" , the book about the abduction and murder of Adam Walsh in 1981, and it's Adam's father - John Walsh - who has hosted AMW all these years! So, I am featuring this list on mine.

James Joseph Bulger, Jr. (born September 3, 1929)-known as "Whitey" Bulger-is a wanted fugitive and alleged leader of the Winter Hill Gang, an Irish-American crime family based in Boston, Massachusetts. He is the older brother of William Michael Bulger, a former President of the Massachusetts State Senate and the University of Massachusetts.

On August 19, 1999, Bulger became the 458th person added to the Federal Bureau of Investigation (FBI) Ten Most Wanted Fugitives list. He is currently wanted for racketeering (under the Racketeer Influenced and Corrupt Organizations Act (RICO)), murder, conspiracy to commit murder, extortion, conspiracy to commit extortion, money laundering, conspiracy to commit money laundering and narcotics distribution. In October 2007, Interpol released a "red notice" for Bulger.

Bin Laden is on the American Federal Bureau of Investigation's list of FBI Ten Most Wanted Fugitives.

Since 2001, Osama bin Laden and his organization have been major targets of the United States' War on Terrorism. Bin Laden and fellow Al-Qaeda leaders are believed to be hiding near the border of Afghanistan and Pakistan's Federally Administered Tribal Areas.

Reward: $52 million for information leading to his capture or death.

Robert William Fisher (born April 13, 1961) is a wanted fugitive suspected of murdering his wife and their two children. On June 29, 2002 he was named by the FBI as the 475th fugitive to be placed on the list of FBI Ten Most Wanted Fugitives.[1] He currently remains at large.

Alexis Flores

Alexis Flores (born June 18, 1975) is a Honduran fugitive wanted for kidnapping and murder of five-year-old Iriana DeJesus in Philadelphia, Pennsylvania in 2000. Flores is the 487th fugitive to be placed on the FBI's Ten Most Wanted Fugitives list.

In 2000, Flores was only identified as "Carlo" or "Carlos", a homeless drifter looking for work and a place to stay. Nearby resident Jorge Contreras offered Carlos shelter, clothing, and work as a handyman. "Carlos" had Jorge's trust, and when Contreras was going out of town, he gave "Carlos" the keys to the apartment building so he could come and go as he pleased. DeJesus disappeared the same day. According to the witness, "Carlos" and DeJesus were holding hands, indicating he had gained her trust.

DeJesus disappeared on July 29, 2000, and her body was found five days later on August 3 in an empty apartment building where "Carlos"/Flores is believed to have lived. The body was in the basement strangled, wrapped in a trash bag. In addition to official charges, police sources have confirmed that DeJesus was sexually assaulted in her final hours.

Police also found a T-shirt bearing a distinct political logo on it near Iriana's body and it had her blood on it. When police questioned Contreras about the shirt, he told them he recognized it as one of the articles of clothing he had lent to Carlos.

Jason Derek Brown

Jason Derek Brown (born July 1, 1969 or January 17, 1971[1]) is a fugitive currently wanted by the FBI for first degree murder, armed robbery and unlawful flight to avoid prosecution. On December 8, 2007 he was named by the FBI as the 489th fugitive to be placed on the Ten Most Wanted list.

On November 29, 2004 morning, around 10 a.m., Brown allegedly ambushed and shot an armored car guard five times in the head with a hand gun. He subsequently fled with a mountain bike through an alley with a bag of money containing $56,000 in cash. The victim, Robert Keith Palomares, a 24-year-old security guard, died at the scene. Fingerprints were found on the mountain bike, which had been abandoned in the area and these were positively identified as Brown's. On November 30, 2004 Brown then drove to his sister's house in Rancho Santa Margarita, California, then left a couple of days later.

On December 6, 2004, a federal arrest warrant was issued by the United States District Court for the District of Arizona, charging Brown with unlawful flight to avoid prosecution. This marked the last day that anything is known about Jason Derek Brown's whereabouts. It is believed he left Orange County at the time.

On January 16, 2005 police recovered his Cadillac Escalade in a long stay parking lot in Portland International Airport, Oregon.

On December 13, 2005 Brown sent a large package to his brother and when his family knew about it, they notified the FBI. It contained a set of golf clubs that belonged to Brown's brother, Brown's laptop and one of his mobile phones, and his warm weather clothing. David John Brown II, the brother of Jason Derek Brown, was indicted by a federal grand jury on an Obstruction of Justice charge on April 20, 2005. Investigators believe he transported his brother's vehicle and then washed it.

While police are still not ruling out that Brown may have fled to someplace warm (such as Mexico, where he vacationed several times), detectives are now saying he could be in western Canada (another of Jason's favorite vacation spots). Brown has ties to California, Arizona, and Utah. The Royal Canadian Mounted Police are cooperating with Phoenix police and the FBI to look for him in western Canada.

In September 2008, FBI confirmed that several witnesses have recently sighted Brown in Salt Lake City, Utah.

Joe Luis Saenz

Joe Luis Saenz (born August 4, 1975) - also known as Zapp, Smiley, Hunnicut, and Toro - is a fugitive currently wanted by the FBI for first degree murder, kidnapping, rape, parole violation and unlawful flight to avoid prosecution. On October 19, 2009 he was named by the FBI as the 492th fugitive to be placed on the Ten Most Wanted list.

According to the FBI, in 1998, Joe Luis Saenz shot and killed two rival gang members in Los Angeles for disrespecting one of the members of his gang.

Less than two weeks later, Saenz kidnapped, raped, and murdered his girlfriend and mother of his child, at his grandmother's home.

It is also believed that, in October 2008, he was involved in the murder of a Lott Stoner gang member. Earlier in August 2008, two members of the gang were stopped in Missouri by the highway patrol while driving a rental vehicle. Based on their suspicious behavior, the vehicle was searched, and troopers found $620,000 in cash in a secret panel. The money was wrapped, and marked with the name "Toro", one of Saenz's Aliases. Two months later, one of those gang members was murdered in his Whittier, CA home. It is thought that Saenz didn't believe the story that the money was confiscated by the police. The victim's home surveillance system was recording at the time of the killing. According to FBI Special Agent Scott Garriola, a 22-year veteran of the FBI, "This appeared to be a cold-blooded murder, and judging from the videotape, Saenz seemed to be enjoying himself."

Eduardo Ravelo

Eduardo Ravelo (Possibly born October 13, 1968[1]) - also known as Tablas- was indicted in Texas in 2008 for his involvement in racketeering activities, conspiracy to launder monetary instruments, and conspiracy to possess heroin, cocaine and marijuana with the intent to distribute. On October 20, 2009 he was named by the FBI as the 493th fugitive to be placed on the Ten Most Wanted list

Ravelo heads the Barrio Azteca gang operating out of Juarez, Mexico. In addition to the 2008 indicted, Ravelo and his gang members are allegedly hit men for a Mexican drug cartel and are responsible for multiple homicides. Ravelo is described by the FBI as "a ruthless killer who has absolutely no respect for human life."

His alleged criminal activities began in 2003. The reward for information leading to Ravelo's capture is $100,000.
