If you need a video hosting provider, you need FFmpeg hosting. It means you have to search a web host with FFmpeg preinstalled. (Wikipedia:"FFmpeg is a computer program that can record, convert and stream digital audio and video in numerous formats.")
I don't know free hosting for that style of thing. The traditional web hosting services don't allow this installing, so you must pay for a dedicated server.
Sometimes the providers are offering cheaper price if you pay not only for a month but for a year or for 2 years.
