Flagstone can be installed in sand, which is the easiest method. Flagstones can also be installed in concrete. Use a shovel remove grass, dirt and debris to excavate the area down to 5 inches. Level the area using a long board and carpenter's level. Dig a narrow trench around the perimeter of the area. Most flagstone installations are curved in areas so use black plastic gardening edging. The edging should extend 2 inches below the excavated ground and should extend higher than the installed flagstone. to prevent weerds lay black plastic over the excavated area.

If you are installing flagstone with sand, lay a base of sand 2 inches deep. Level with a long board and carpenter's level. Lay the flagstone with gaps of 1/2 inch to 2 inches between the stones. Tap the flagstone into place using a rubber mallet. You may need to remove or add sand to keep the surface of the flagstones level. Sweep a layer of sand over ther laid flagstone to fill in the joints between the flagstones. Spray with water to clean off the flagstones and solidify the sand in place.
