Halo 3 Locations for Skulls

Skulls were first introduced in Halo 2, where picking up a hidden skull in the "Legendary" game difficulty would create an undesirable effect against the player (such as not being able to see anything on their HUD). In Halo 3, skulls can be found scattered throughout the levels on Normal, Heroic, and Legendary difficulty settings. Picking up "Golden" skulls will also unlock an achievement on the Xbox 360. After picking up a skull in the game, you can enable the skull's effects in Meta Games, which will in turn multiply your meta game score.

Overall, Skulls can make for a very interesting play experience, and really help to show who is the Master of the game through meta game scores.

Halo 3 Skulls - Oddball 

The skulls resemble those in the multiplayer game variant "Oddball" and can be used as weapons in much the same way but they lack information text to pick them up. They are usually hidden out of the way, so one must search for them, or else know where they are, to get them.
Do note that in order to obtain any of the skulls you have to begin the level from the beginning and on Normal or higher difficulty. You do not have to finish the level nor do you need to carry the skull after first picking it up, so you can simply save and quit.

To use the skulls you merely need to press X at the level selection screen and select any of the skulls you desire active.
"Gold Skulls" will grant you achievements when you first get them, but "Silver Skulls" will not. They are differentiated on the selection screen by their background, but are identical in-game. In the Campaign Scoring mode, activating gold skulls will grant you a multiplier to the points you receive, depending on the skull and/or skulls.

Note: you must start the mission from the BEGINNING for the skull to appear. this has been confirmed for the following skulls: cowbell, grunt birthday party, IWBYD and thunderstorm.This will give you a bonus multiplier for co-op and go towards earning the Guerrilla, Demon, etc. achievements. Do noted that not all of the skulls will earn you an achievement; only nine of the thirteen do.

Halo 3 Skulls - To Obtain 

In order to obtain any of the hidden skulls, you must begin the level at the beginning on the Normal, Heroic, or Legendary difficulty modes. But, in most cases, you will not have to finish the full level after finding the skull, so you can save and quit the mission at that point, if you so choose.

The skulls resemble those that are in the multiplayer game, "Oddball," and can be used as weapons in a similar way. The difference is that the skulls in Halo 3 do not have an information text box when you pick them up. The 13 skulls are hidden and placed out of the way of the normal paths, which means that you must search for them throughout your missions. Otherwise, you must know where the skulls are. The skulls are like Easter eggs on Easter; you must check every nook and crany.

Each skull has a different effect on both you and your enemies. So, you must learn how to use each skull wisely.
You do not need to carry the skull after picking it up if you choose not to, so you can press the 'X' button at the level selection screen to choose whether you want that skull or a different one. By pressing the 'X' button, you will be able to change out the various skulls in order to use them.
