The idea behind interval cardio training is you do short, high intensity spurts of cardiovascular exercise, recover, and then repeat it. You do not go all the way back to your resting heart rate. You want to catch you breathe and then go all out again.
You can repeat the activity based on either a specific distance or time frame. You may need to have your recovery period be a little longer than your high intensity activity at first, but as time goes on your body will become more conditioned and will need less rest time in between each repetition.
