Lucy Monroe is an American author who started writing for Harlequin Mills and Boon in 2003 for their Harlequin presents line. She also writes historical novels for other publishers.
Though she's American, her heroes tend to be European (though the heroines are American), and she also likes to do Royal romances (and all her kings and princes are absolute monarchs of course, none of them of them resembling the wimpy reality of actual European royalty!)
