The payment service you will want to choose is dependent on a number of factors. If you live in a country that is supported by Xoom, and you are looking to save money on fees, you will probably want to choose Xoom. It is the best option for someone who is living in the Phillipines.

If you are living in a country that is not supported by Xoom, you will have no choice but to use Ikobo. While their fees may be slightly higher, at least you are able to make transfers. It should also be noted that Xoom is closely affiliated with Paypal, and it is a great tool for Paypal users, especially when they need to send money from their Paypal account to someone who cannot open a Paypal account in their country.
