The Azerbaijani capital, Baku, is at the beak, flying into the Caspian Sea. The detached feather at the tail is Naxcivan, an "exclave" of Azerbaijan proper. Naxcivan has been effectively cut off from its parent Azerbaijan for considerable stretches of time. Sometimes, relations between "containing" Armenia and "contained" Naxcivan might be getting better, but then a flare-up with Ngorno-Karabakh, where the opposite conditions apply will result in renewed restrictions on access.
