The Environmental Appeals Board blocked the EPA from issuing a permit to a proposed coal plant addition near Vernal, Utah, about 150 miles east of Salt Lake City.
Perhaps more importantly, the quasi-independent board, composed of four highly regarded, experienced judges, ruled that the EPA needs to develop a single nationwide standard for dealing with carbon dioxide.
The current EPA, for its part, was none too happy that they must reconsider their policies, even if it will ultimately give the organization wider powers.
But the Appeals Board decision combined with the Supreme Court ruling makes it likely that the EPA will begin using the Clean Air Act in just that way, which will have implications that will reverberate through the economy. The stricter the EPA limits on carbon dioxide, the more money coal plant operators will have to throw at technologies to reduce their CO2 emissions. The project aims at deployment of 600 photovoltaic electricity generation systems, or hybrids such as photovoltaic-wind energy, in rural areas of Central and South America. Each school forming part of this project will have an isolated system of 1.19 kW.
The project provides solar power to 117 colleges in Guatemala and 48 in El Salvador. The electricity generated by these systems will be used, in part, to assist access to new technologies. Each school will be provided with five computers, a printer, a projector, a fridge, a system to filter water, a battery charger and a car-battery charger. Additionally, the pupils will be able to access the Internet as the schools will also have satellite connection.

The New York State Public Service Commission has changed its landmark Renewable Portfolio Standard (RPS) program to provide an additional $42.6 million in grants to assist residential and commercial consumers throughout New York State to install solar panels and other types of electricity-producing equipment.
Aims to reduce the dependency on the conventional sources of electricity and also on the grid power sources the commission will take forward the RPS program.
The renewable, clean energy generation provides positive environmental benefits and commission is looking forward to make its important felt in New York State.
The commission is substantially improving the financial assistance provided to consumers interested in producing their own electricity. The renewable energy produced will replace electricity traditionally purchased from the local utility. As an added bonus, participating consumers can sell excess electricity that they generate to the utility; helping offset demand elsewhere.
$20.6 million are available to install solar photovoltaic systems.
$7.6 million are available to install anaerobic digester biogas systems, which convert the energy stored in organic materials into biogas, which is fed directly into a combustion turbine to generate electricity.
$18.8 million are being set aside to pay for evaluation, measurement and verification of these renewable energy technologies.
Prior to this new authorization, the RPS program provided $45 million in support for solar photovoltaic systems, fuel cells, anaerobic digestion biogas systems, and small wind turbines.
The increase to 25 percent by 2013 the proportion of electricity used by retail consumers in New York State derived from renewable resources.
