The problems associated with Land Reform, the communist way
Hugo Chavez came to power in 1988 and is the President of Venezuela to this day. Robert Mugabe is the Prersident of Zimbabwe ever since his party won elections in 1980 after independence. E.M.S. Namboothirippad(commonly known as EMS) was the world's first democratically elected leader of a state. He was the Chief Minister of Kerala, a state in India. Now what is common(wrong?) among them?
What these three leaders followed were left leaning or communist policies. Hugo Chavez, Robert Mugabe and EMS tried to do land reform by forcibly taking the land from Commercial farmers or feudal land lords and giving it to land less peasants. EMS was the earliest of three. He came to power in 1957 and introduced land reform. Now this resulted in splintering the farm land in to far too many portions. Many pople who got the land were not hard working enough to make good use of it. It was not worth doing agriculture in the tiny portion, usually as less as 15 or 20 cents of land an individual has. This eventually resulted in the destruction of agriculture sector in Kerala. As a result, today, almost all the agricultural products are imported. The Kerala economy is sustained through the money sent back from its people who work out side the state and out side the country. Thanks to the many christian educational institutions which were already in place, a huge majority of the people got educatied and found jobs outside the state.
Robert Mugabe started the forcible confiscation of land from white commercial farmers in 2000. And he distributed it among black families. Most of the good and larger plots were given to those who are close to power. They were not interested in spending their own money on agriculture. They mostly used government loans to meet their expenses. Obviously the loans were never paid back. The small plots were given to people without political clout. But they didn't have the resources to get the accessories like fertilizers and water supply equipments. By 2002, Zimbabwe had to declare state of disaster because of the shortage of food. Zimbabwe was exporting food only a few years back. The government back tracked from its earlier plan and started offering 99 year leases for the farm land. Initially they were giving titles to the property for the new owners. Many people who got land are not interested in the lease as they will then be responsible to pay the previous owners for whatever construction in the land. The compensation for the land is to be given by the British government, as they were ruling the country pror to independence, as per the law.
Hugo Chavez, who is famous for his anti U.S. rhetoric and bedside photos with Fidel Castro has been doing land reform the same way. Land owners were forcefully evicted and land distributed among squatters. Compensation was given only for the spanish citizens only after their governments applied pressure. Venezuela was always importing most of its food. So it is not going to affect their economy or food supply that fast. The oil wealth of Venezuela makes it cheaper to import food than producing it at home. So the land reform may not affect Venezuelan economy as was happening in Zimbabwe. But in the long term, when the oil runs out, it is going to wreak havec on the agrcicultural sector and economy their too.
Nobody appreciates the value of anything they get for free. Most people won't work hard enough to improve freely got stuff, Whatever it be. They probably keep it as it is or ruin it. A large percentage of the people don't have the character to work hard to sustain their assets. Only very few have the will power to go for the sky. When farming is done in a very limited area most cases, it will not be profitable. That results in the loans from banks not getting paid back. Private banks will not give loans as they can not recover it by auctioning the land in case of non payment. Most banks are nationalised in these places. So the loans from these banks will result in accruing national debt and the weakening of economy. This was seen in the fall of Soviet Union before. But even now, there are people like Hugo Chavez who are not learning the lessons from history and making those mistakes again.
