is that considered "duplicate content"?
In a word . . .NO!
According to Google, duplicate content is placing the same text over and over again on the same site in order to try and fool the indexbots into thinking you have extremely relevant content.
They say nothing about having many instances of the same content on other sites. And in fact, Google views this as "link popularity" because when other sites posts your content they're in essence saying that its good stuff!
Google and the other search engines use link popularity for at least 60% of their ranking estimates. So the more "link love" you can get, the better!

Should I Submit My Articles to Only the Highest Ranked Directories?
Here's the scoop . . .
The highest ranked directories will give you the greatest boost in the search listings once they post your article. The lower ranked directories will give you the fastest boost in the search listings because they'll post your article quicker.
The more popular the directory is, the more article submissions they get in, which in turn takes them longer to moderate. However many of the less used directories will post your article either immediately or within a day or so.
So submitting to a variety of greater and lesser article directories will create a staggering effect for how your articles begin showing up on the web, and they'll naturally build up weight (value) as the process moves along over the course of a month or so.

Once I Submit My Article, Is That All I Can Do to Promote It?
psssttt, keep this to yourself . . .
Web 2.0 offers a new avenue to site promotions. Most people are just now coming on board with it, so they may not realize how this can also help increase article views. Here's an advantage to submitting to the smaller article directories and how you can capitalize on them and web2.0 to increase your article readers . . .
Submit your article to some small directories (PR0 or PR1), wait for them to accept and post.
Once they do, visit your article on their site and submit that page to several of the web2.0 groups like Digg, StumbleUpon, Technorati, etc.
This will send hundreds of people to that page and hopefully, if your article is good, get them to click on the link in your bio box.
It'll also get Google's attention too!
So What Do You Think So Far?
I'd love to hear your feedback and answer any questions
