I read on one report that the cost is $6500 just to rent the grounds. Nothing else is included in this and you need to abide by Parks Dept. rules, but if you are inviting fewer than 200 people to your wedding, you can have a beach wedding without actually being on the beach.

Beaches in the San Diego Area for Your Beach Wedding
Coronado Beach and Windansea Beach
Coronado BeachCoronado Beach is located in front of the historic Hotel del Coronado. It's a large, beautiful, sandy beach divided into three zones. The most popular sites are South beach, which is the most accessible and has plenty of parking and Central Beach just to the right of Hotel Del.
North Beach is very private but you and your guests will need to hike over heavy sand, something you may want to do if your wedding party is very small and fit. Setting up decorations and chairs is ok and you will need to obtain a permit from the Coronado Chamber of Commerce for groups over 25 people by calling them at 619-522-7342 or on their website.
Windansea Beach - La Jolla
Windansea Beach is reported to be one of the most beautiful beaches in San Diego. It is situated in a residential area of La Jolla, and considered a "locals only" area. Windansea is best known for its sandstone rocks creating a secluded atmosphere for your beach wedding while also providing a magnificent backdrop for your wedding photos.
This beach is an ideal location for smaller groups, offering many enchanting spaces for your ceremony. If you schedule your wedding at sundown you may also get an incredible sunset thrown into the deal. Windansea Beach requires a permit for any number of people - call the City of San Diego Park & Rec Department for information or fill out their permit form online.
