The common criteria used include the fighter's quality of opposition, how exciting he is inside the ring and how popular he is. However, the most accepted measuring stick is how the fighter measures up in relation to other fighters who belong to other weight divisions. Let us look a little deeper into the matter by considering two popular boxers fighting under different weight classes - Manny Pacquiao in the welterweight class and Wladimir Klitschko in the heavyweight class. Both are champions and they have dominated their respective divisions. Manny Pacquiao of the Philippines is considered by many to be the #1 pound pound boxer today. On the other hand, Wladimir Klitschko, although he often makes the top ten list, some lists don't even include him. What this means is that if Pacquiao and Klitschko are fighting on the same weight class, Pacquiao is expected to beat Klitschko.
