The festival is April 21-22, 2012, although the bluebonnet trails are open for exploration the entire month.
Worth noting: I just spent a weekend riding backroads in Texas on my motorcycle. All the rain we've gotten this spring has resulted in huge numbers of bluebonnets everywhere. Should be a great year for grabbing pictures!

There are laws on the books about damaging plants on public property and others about damaging on private property, but nothing about picking bluebonnets.
