Build a Third City
Finally! On March 30th, 2010, the application developers for Kingdoms of Camelot implemented the much anticipated update that allows players to build a third city. Read the following carefully to learn EXACTLY how to do it!
Fair warning though! Finding the resources to trade in for the third city deed is not easy. It can be extremely frustrating! Be patient and keep attacking wildernesses - you WILL eventually find all the crests you need.
Don't get frustrated and quit trying. It took me a couple of weeks before I was able to get all of the appropriate crests. It was not an enjoyable process!

Preparation - Gather Crests
4 Sir Bor's Crests
2 Sir Ector's Crests
1 Sir Kay's Crest
To earn those crests, you must conquer level 5 wildernesses or higher. You do not have to encamp your troops on them, so if you are already maxed out on the number of wildernesses you own, keep attacking and conquering. You do not have to abandon any to capture a crest.
Be prepared to conquer a LOT of wildernesses. On average, you will earn a crest about 3-5% of the time. There does not appear to be any differences in the drop rates or the type of crest on anything from a level 5 to a level 10 wilderness.
Your other option is to buy the Squire's Chest in the shop. . . but that requires you to buy gems with real money.
Complete the Third City Quest
The deed will show up under My items and on the Court tab.
Encamp a Plain
Once you have a wilderness slot available, you should attack a plain. It does not matter what level of plain you conquer. A level 10 plain will give you the same benefits as a level 1 plain.
Make sure you follow the guidance in the attached links on defending your cities and how to place your second city. You will want to be strategic in where you place them as aggressive players may be apt to attack.
Reinforce the Plain
Just like with your Second City, you must reinforce the conquered plain with 250 supply troops (supply wagons will NOT work). Additionally, you must include 10,000 of each resource including gold.
This is probably the hardest part for some people to get. Either they send Supply Wagons (and NOT Supply Troops) or they inadvertently forget to send gold as one of the resources. Unfortunately, the game does not prompt you on what resource is missing, only that your actions are not enough to turn the encampment into a full city.
***Update: I have not verified this, but it is rumored that the requirement to reinforce a plain with supplies is no longer in effect as of September 2010*** If you can verify this, please leave a comment.

Build the City
Click on the plain. If all of the reinforcements and the resources are there, you will see a new option on the plain screen show up. Click on the button Build City.

Upcoming Changes
Be ready for some upcoming changes in the way that troops are used! No longer will launching an attack of 90,000 identical troops be the best answer. Coming soon, each troop type will have strengths and weaknesses and each of them may need to be used to successfully attack other players.
Kingdoms of Camelot gave players a heads-up on the new changes so players have the opportunity to adjust their army's make-up.
There will be two tiers of troops and within each tier there will be three types of troops. Each troop type will be strong against one of the others and weak against the last one (Think Rock-Paper-Scissors!)
