As a lensmaster and Squidoo Angel, I look for these key elements to award a thumbs up to a lens:

Original content - your own work presented as written text, topic outlines and ideas you're sharing that are yours, not copied from another lens or source.
Pictures and graphics - photos, clip art, divider graphics and backgrounds that relate to the lens. I like to know that the clip art used is original or used legally. Adding a credit note is a good idea.
Well-researched links to external sites with complementary content, or RSS from complementary blogs.
Copyright respect - content that links back to reference articles, news stories, quoted text, graphics and photos you've used with permission and credited to the owner/artist.
Shared love - featured lenses that were created by other lensmasters.
Guestbook(s) - I like to leave a comment when I visit a lens (whether I'm angeling or not). it's part of our community culture to encourage interaction and conversation.
Interactive elements - polls, plexo lists, duels, quizzes, bookmark buttons, tweet buttons and so on.
Design - Effective use of HTML or CSS, if used. I don't expect extra layout tweaks, but I do give credit for nicely done customizations. I also want to see at least 5 modules in a lens.
A bio paragraph with a photo or avatar are important - I want to know who you are! You can add an About me module, too, if you want to share more.

Note:I don't fuss too much over small typos or occasional spelling errors. If I hit a broken link I might send you a private note just to help you out. Stuff happens. And I make allowances for lensmasters whose primary language isn't English. If the lens is good and the intent is worthy, not to worry!
