Planning "should" start in the very beginning of a child's life; however this is not generally the case. It is imperative that you start planning for college no later than the beginning of the student's freshman year. The classes your child takes, the extra activities, part time jobs, etc. affect the resume that he or she will submit with the application for college acceptance.
