YouTube allows you to upload your own background image, Channel Icons and Branded Videos. Twitter allows user to upload custom background images and also custom channel icons. Twitter also has preset themes and a Theme Creator Called "Themeleon"
Twitter user are allowed to upload customized background image in the .gif, .jpeg, and .png files in sizes up to nearly a full MB. Twitters user design interface also allows you to set exact colors for Background Color, Link Color, text Color, SideBar Color and SideBar Border Color.
Twitter also has several preset selections and and very extensive design engine called Themeleon.
Twitter user can also upload a custom Channel or Profile Icon Image. this can also be a rather large file size in any shape but the icon will be cropped to a square image so keep this in mind when uploading.

FaceBook allows you to do a lot of customizing on Fan Pages with background images, links, videos, comments and more with HTML and FBML
FaceBook allows a lot of custom abilities but they only allow you to customize Fan Pages. Groups and Personal Pages are not very customizable. In order to update FaceBook fan page tabs with custom content you will need a plug in to help out.
staticFBML is a good plugin for this purpose.
Also you will need to use particular markup language when creating a FaceBook Custom Fan Page tab. this language is called FBML and you can learn all about it here. Although some CSS and HTML is used in the Fan Page tabs, embedding flash, videos and other forms require the use of particular markup from FBML.
