NOTE: In your email request to me be sure to provide an attachment of Mandate Appointment or legal authority to represent your buyer or I may not respond. If you are NOT the mandate or legally appointed representative you DO NOT submit a request!

A) Our procedure for the purchase of D2 (GOST 305-82 RUSSIAN
ORIGIN) from our Company.

B) We do not offer production contracts we offer a true (spot only) one
tanker at a time of 50.000 Metric Tons of D2 per Tanker if somebody
requires 100.000 MT of D2 we use two Tankers if someone requires
500,000 MT then its10 Tankers a month

C) We do not require LOI's, BCL's, MT 799, Standby Letter of Credit or
RDLC

D) We do require a RWA and Letter of Credit in the amount of 35
Million Dollars which is not paid or at risk only in the event of your
default.

E) When the product leaves the refinery it is in our name we own the
product with all the supporting documents Passport, Export License,
SGS report, Q88 including the Bill of Loading which is sent to you
including a commercial invoice our bank will guaranty with full bank
responsibility that we have the title and own the product.

F) We normally have our tankers go to Rotterdam or Houston where
we require you our exit buyer to arrange for your own dip test in
Rotterdam or Houston we will give you the authorization with the proof
of product to perform the dip test.

G) After the success full dip test you will then have your bank send our
bank a MT 103 for the amount of product on the ship to be lifted

H) The MT 103 is paid upon you lifting the product which is in the
amount of the commercial invoice.

I) Once we know the money has been sent to us thru the banking
system our bank will immediately transfer the title of the product to your
bank

J) There for the letter of credit is never used because the payment for
the product has been paid.

K) You should remember it is easier for any bank today to work with
smaller amount of dollars forty million dollars or less rather than $ 300
Million dollars due to internal ratios, risk management bank compliance
etc.

L) Your cost of swift fees and bank fees regarding BCL, SBLC, RDLC
are eliminated with our procedures.

M) Pricing on the first Tanker your discount is 28 Dollars off of PLATT
per Metric Ton in Rotterdam or Houston for a Tanker Take Over
recovery time is approximately Seven days, Delivery to Rotterdam is
Twelve days on your second tanker using the same LC your discount
is 30 Dollars off of PLATT per Metric ton and every tanker their after
utilizing the same LC.

N) On JP 54 the cost for the product per barrel is $ 8 dollars per Barrel
off of PLATT and every barrel thereafter.

O) Please see attached the text of the RWA and LC

PROCEDURES

1. Buyer confirms they have the ability to purchase the product by sending their
RWA on their letterhead and endorsed by a Bank Officer confirming that the
verbiage for the LC is acceptable to all parties and Seller will sends Spot Contract
with Rolls and Extensions to Buyer in blank.

2. If acceptable seller will send fully completed and executed contract

3. Buyer signs and returns Contract where it is signed and sealed by Seller and
copies lodged with both banks.

4. Buyer sends LC to Seller's bank.

5. Seller sends Commercial Invoice with full POP to Buyer within 48- 72 hours of
receipt of LC

Proof of Product contains the following:
Dip Test Authorization
Tanker receipts
Copy of Export License
Copy of Export Permit
In Allocation Number
Q 88
Charter Party Agreement (TTO if required)

6. Buyer Dip Tests and pays via an MT103 within 24 hours.

7. Transaction Complete.

N.B. The LC can only be called upon in the event that the Buyer fails to complete
the transaction.

I want to take a moment to provide some clarity on the Russian contract we have been working on. This is what I have done to provide a level of safety. I am in direct communication with the seller through the use of our translator/facilitator (designated facilitator box)

Contract Outline
1. Contract is signed = (Reservation)
2. Bank Comfort letter is sent (BCL) to Gazprom (BCL not BG) by secure courier (DHL)
3. Once received Gazprom sends buyer the Ministry of Energy Registration Documents Note: this is given as evidence the contract is in fact registered with the Ministry.
4. Gazprom begins to put buyer's order together and starts sending the fuel to Rotterdam.
5. Full POP up front in Rotterdam is provided.
6. Then buyer pays with bank instrument. (7 days)

Note, the typical 2% refinery performance bond is also issued to the buyer as well as a 1% non performance/delay penalty.
