Replace Battery
Your battery is able to charge normally, however it is reaching the end of its usable life.
The Dell Latitude D620 battery seems to last about 12 to 13 months under normal to heavy use. I have seen some batteries last 24 to 36 months. You may see a pop-up message that says "Your battery is able to charge normally, however it is reaching the end of its usable life." If your battery is operating normally, ignore this message. If you battery is not holding a charge or lasts an hour or less, it may be time for a new battery. First, check the batter to see if it defective. Do this by turning the laptop over (batter side up) and press the battery power state button (see image).
One or more consecutive green lights indicates that the batter has a charge, each light indicates 20% charge. If the 1st, 3rd and fifth lights are on and the 2nd and 4th are not; the battery is defective and needs replaced.

AC Adapter Issues
Dell Latitude D620 not charging--AC adapter
The second most common issue I have found with the Latitude D620 not charging the battery is caused by a bad AC adapter.
1. First, make sure that the power outlet is getting electricity. It sounds obvious but sometimes it is that simple.
2. Check the Power cord that goes from the wall to the adapter for a good connection to the adapter. Sometimes the cord is not seated in the adapter far enought and just pushing it in fixes the issues.
3. See if the green light on the adapter is on, if not, it is not getting electricity or the adapter is bad.
4. Check for frays/cuts in the wires. MAKE SURE THE AC Adapter IS UNPLUGGED FROM THE WALL FIRST. The low voltage wire from the adapter to the computer will ofter fray especially near the adapter. If so, UNPLUG it and get a new AC adapter.

How to Replace the Keyboard on the Dell Latitude D620.
The keys can break off the keyboard very easily and are almost impossible to get back on. Luckily, replacement keyboards are inexpensive and easy to install.
To find a keyboard for your Latitude D620, check the next section.
To replace the keyboard, unplug the power, remove the battery, remove the keyboard cover, remove three (3) screws, and remove the keyboard. That's it. See the images below.
1. Pry the keyboard cover up with a small screw driver. There is a small slot on the right side of the keyboard cover.

2. Remove the keyboard cover by prying it up with your finger. Pull and and to the left. It may seem like it is not coming off but it will with a little force.

3. Remove the three (3) keyboard screws.

4. Pull up on the front/top of the keyboard. The keyboard will bend or bow in the middle. Only lift the keyboard up about two inches, then slide the keyboard up toward the screen about 1/4 to 1/2 an inch.

5. Now rotate the keyboard back until it is standing straight up and keyboard ribbon connector is showing.

6. Disconnect the ribbon latch and the ribbon connector.

7. To install a new keyboard, just reverse the process. Good luck.
