First what is a DoFollow Blog?
A little history. Google started a movement of adding an attribute to links that would tell the search engines not to follow the link. It's purpose was to discourage people from spamming blogs.
The thought being, that the only reason spammers leave comments on a blog is for the "Link Love" they get from the comment link. Unfortunately, spammers are not so easily discouraged.
In reality, spammers continue to spam blogs for much the same reason people spam by email. The more people that look at your spam the more likely you will find someone that will actually click on it.
A "DoFollow" blog is a blog that does not add the "NoFollow" attribute to it comment links

Why bother with all this???
Another good reason to encourage comments is how those first viewing it perceive your Blog. Blogs with no comments have an initial impression of being uninteresting. If it were interesting and useful, people would be reading and commenting. Since no one is commenting that must mean no one is reading it, therefore it's not worth MY time to read.
Comments also increase the content of your Blog, the more comments the more keywords and therefore the more searches you receive from the search engines.
I also have the belief that the search engines, Google in particular, pays attention to your comments RSS. I've found that posts with comments get indexed quicker than posts without comments. The logic behind this would be simple. If people comment on your Blog whether calling you a moron or praising the ground you walk on, either way you got their interest enough for them to read and comment on what they read. Google is looking for content that is of interest to others and this is a good indicator of the better post.
No matter how you look at it, comments enhance your Blog. Encourage them by making your Blog "DoFollow".

How Should I stop Spammers?
The best way to stop spammers if by using a good spam blocking plugin for your blog. These use an algorithm to determine if a comment is from a spammer and automatically deletes it from your blog.
These are amazingly accurate in detecting and removing spam, and are very easy to install

How do I make My Blog A "DoFollow" Blog?
For Wordpress blogs this is very easy to do. Spend a couple minutes adding a DoFollow Plug in.

What else can I do?
One other thing that help keep you from getting spammed by SpamBots (spamming software) are image generators.
In order to leave a comment the commentor needs to type what they see in an image.
People can see it SpamBots can't.

I think if people are willing to take the time to comment on your blog and the comments are not just a bunch of spam garbage, there should be no reason why not to pass some link juice on to that person. Google sometimes over steps their authority when it comes to telling us what to do. My Blog, That Blozzz is one of the many who welcome comments and offer do follow links.
