The below list presents some of my favorite DRM-free music sites offering cheap and legal mp3 music.

There's been a lot of discussions about their legality - my answer is - they're legal. They follow Russian copyright laws and are totally legal in Russia. They pay royalty to the copyright holder organizations and present all the legal information on the site, so you're on a safe side downloading music from these sites:

AllOfMP3, MP3Sparks and MemphisMembers are brands of online music store that were operated by Mediaservices, Inc, a company founded in 2000 in Moscow, Russia. The stores formerly sold music encoded in standard, non-protected audio formats at a significantly lower cost than other online music stores. In 2008, the original AllOfMp3 site has been replaced by a blog. The MP3Sparks site still appears to be a fully operational music download store. The site experiences occasional periods when it cannot be accessed for several days at a time. As of May 3 2009, MP3Sparks is still functional.

The company has been plagued by legal issues for some time due to accusations, mainly from the record industry, that they are operating illegally and engaging in music piracy. In 2009 Mediaservices, Inc was sold to an American company who hopes to turn it into a multi-media company to compete with Apple Inc.'s, iTunes Store.
