Most all affiliate programs are free to join. There are exceptions with certain products where they require you to purchase their product before you can become an affiliate. These are usually for the higher end products. It's really very understandable because they want you to try their product and use it so that you can be their testimonial for whether the product worked for you.

Remember that this is your reputation and when you are presenting products to your target audience, they need to be good.
