Because eBay makes more fees when you bring in more sales, it benefits eBay for you to bring buyers to your listings, so they are willing to pay you a portion of their fees for your trouble. You make a sale, eBay earns some fees, and eBay thanks you with a commission.

Until recently, the terms of the eBay Affiliate Program prohibited sellers from earning commissions on their own listings. Now that the program has been opened to sellers, it makes more sense than ever to become a member of the program.
