Okay, so this isn't 100% a web tool but I love Zazzle. They print great business cards, 2-sided and in full color. You can use them as business cards, poke a couple holes for an earring card, or punch a hole in the top, add a ribbon and use it as a tag.
Making a card is very easy, use one of Zazzle's templates or upload your own images and then add text.
