Eyelash Perming: The history, safety, dos and don'ts
Eyelash perming has been around at least since then 1990s. The procedure is not approved by the FDA and is not authorized in some states in the US. In looking for information, it's hard to find consistent data. Below is some of what info is available.
How long should a treatment last? An eyelash perm should last for approximately six to eight weeks.The perm should last the life of your eyelashes, which translates to approximately 5 months. Lash perming is best suited for those special occasions, like vacations, etc., and not for long-term use.The perm lasts around 4 to 8 weeks, which is the time it takes for your eyelashes to grow.
How are they done and what's the cost? A 2001 Time magazine article discusses of eyelash extensions. "Demand for the treatment has jumped from a handful of extensions a week in 1999 to 30 a day. Eyelash perms have been around longer, but they too are growing in popularity at places like the Ella Bache Spa in New York City.
"There, $65 will get you tinting and a perm that involves gluing lashes to a cotton roll and exposing them to curling chemicals for 20 minutes. But be careful; safety questions remain about some of these procedures. The Food and Drug Administration has not approved any permanent dyes for the eye area, and some states outlaw them."

* Colorado Rule 6 specifically states:
Licensees shall not use any product or supply that has been banned, or deemed to be a poisonous or unsafe in the barbering and cosmetology industry, by the United States Food and Drug Administration (FDA) or other local, state or federal governmental agencies responsible for making such determinations.
Possession or storage of any item deemed poisonous, unsafe, or banned by the FDA or other governmental agency shall be considered prima facie evidence of use.
* To this day, the FDA has not found any permanent wave product safe for use on the eyes to provide permanent eyelash curl.
Conclusions from Research:
It is unlawful for any barber, cosmetician/esthetician, cosmetologist, manicurist, or hairstylist to engage in eyelash perming and permanent eyelash curl. Performing such services could result in disciplinary action against the licensed professional including revocation of license.

Violet Leonard, 35, a freelance writer who lives in Oakland, Calif., has had an eyelash perm three times. She says the perm makes her eyes look flirty, and she doesn't feel the need to wear mascara.
She acknowledges that the perm does sting around the eyes, but she says it's worth not having to wrestle with an eyelash curler every morning.
"Your eyes water, you're blinking a lot, but because it doesn't take a lot of time, it's easy to get over," Leonard said.
Her last experience, however, wasn't very successful, she said. Because smaller rods were used, her eyelashes were wound so tight that they turned out too curly--she could feel her eyelashes touching her eyelid each time she blinked. The perm relaxed a little after about two weeks. But the experience won't keep Leonard from getting another perm before her wedding next year, she said.
