There are two ways to become a model. Either you get scouted or you ask an agency to represent you. Some models freelance and work directly for clients without the involvement of an agency, but this is unusual even for experienced models and would be a particularly unusual way to start.

Beautiful people in the right places will often be approached by scouts, other models, or clients. Should this happen to you, then you are already well on your way. If spotted by an agency, you would do best to then research the agency that spotted you. Also, research other agencies in your area. Even if the first one you speak with is not a scam, there may be better or more prestigious options for you.

There is no need to spend money on a professional portfolio before you find an agency. If you apply to an agency by mail or email, you will only need a few snapshots. If you apply in person, you may not need to bring anything.
