First, if you can clearly see other vehicles on the road, then there is no use turning on your fog lights. Third, you may notice that on a foggy road, there are patches where fogs will clear then it will be covered again after a few meters. In this type of road condition, it would be best to keep your fog lights on.
Fourth, after driving on a foggy road, don't forget to switch off you fog lights. Your fog lights will really annoy other drivers and they could be distracted by the blinding lights. That is why sometimes fog lights are the cause of accidents. So, always switch it off if the road clears.
