Your "Title Description" should appear on the first header of your webpage.

Like this: (h1)How to repair refrigerators(/h1) How to repair refrigerators should also appear on the first paragraph of your page. Now you should write like you are talking to me in person. Yes write naturally and sprinkle your text with the "How to repair refrigerators" phrase throughout the page. Add a second header (h2)your second keyword(/h2) down further into your paragraph.

PPC (Pay Per Click) Is better and if done correctly is targeted and can result in better ROI (Return On Investment). I highly suggest doing research before starting a PPC campaign.
