The answer is certainly Gandalf. While Dumbledore is very adept at his craft, his lack of the ability to use truly terrible magic is a hindrance. Gandalf would win, but would likely be dazed in the process.

This isn't even close. Aside from the much larger skillset and background (and centuries more experience), The power weilded by wizards in general in Middle Earth is far greater than that on Horgwarts. Not mention limitations and lack of options in the Hogwarts world.
And Voldemort (who would get his ass kicked sideways to a Balrog) isnt scared of Dumbeldore, it's the other way around.

dumbledore...he just has the presence that there is more to him than what we see, and thats proved by allt he stuff that you learn as you read the books. he is just a better character. but fight-wise, he would kick butt. gandalf isnt immortal, he only came back to life because he hadnt finished what he was supposed to do. plus the only magic we have ever really seen gandalf do was make light come out of the tip of his stick, which is what torches were invented for,and push ppl around a big room, which he failed at cus he got pwnd by saruman. dumbledore is master of much more complex magic than that, and can do both of those spells in the form of Lumos and Stupify/Expelliarmus. along with spells for controlling the elements, having several forms of travel much more convenient then gandalfs horse, and being gay, which is an automatic bonus point
