The biggest mistake people make when they bring home a new puppy is they start treating it like a child. Yeah, it's cute and cuddly and it's just a little baby. But it's a baby dog, not a baby human being. You have to learn to relate to your puppy on his level. Like another dog.
In the wild, dogs have a hierarchy and they respect those boundaries.
It might seem primitive to us, but your dog actually wants you to be firm and gruff because that let's him know you're the leader of the pack and you're going to protect him.
That's how dogs live. They want and need a leader.
There's a time and a place for snuggling. But if you want your puppy to behave you to show him you're the leader, first.
You need to let you're dog know, in no uncertain terms, that you are the Alpha Dog and he must obey.

In the wild the leader of the pack and the mother of the puppy are both there to look out for his safety and well-being. And there are some pretty nasty predators out there. A mother dog doesn't have time to coddle and explain every time her pup puts himself in a dangerous situation. She gruffly snatches him out of harm's way, takes him to safety, and gives him a tongue thrashing you wouldn't believe!
And this is exactly the kind of behavior your puppy is looking for from you. He needs to know that you're in charge and it takes more that a hug and a belly-rub to get that message across.

Puppy Training Tips: How To Let Your Puppy Know You're The Alpha

Dogs have no concept of their own size in the grand scheme of things. The only time they consider their 'size' is when they're overpowered. So, to your puppy, even though you tower above him, you're just another animal who happens to populate his world. You're just another 'puppy' he has to compete with for attention.
You need to let him know that you are the "Alpha Male" right from the very beginning.
The next time you see your puppy doing something he shouldn't be doing, take the following steps:
Quickly and gruffly snatch him up off the ground and hold him at your eye level. This lets your puppy know two things immediately - you're unhappy, and you are large enough to overpower him. This action also makes your dog extremely uncomfortable because dogs hate to have their feet lifted off the ground. Hold your dog at arm's length - not close to your body. This keeps him off guard and wary.
In a strong, gruff voice, shout "NO! Bad Dog!" Your puppy will relate your tone of voice to that of his mother and he'll understand the reprimand from your tone. No other words or explanations are necessary and may, in fact, just confuse your puppy.
STARE HIM DOWN This step is important. In the canine world a stare is a sign of aggression and the first dog to break the stare is relinquishing control. Continue to hold your puppy at arms length, with his feet dangling, and don't be the first to look away. If you break the stare first then the puppy will assume that you are not in charge, you are not the Alpha, and he doesn't have to listen to a word you say.
Show your puppy you love him Even in the wild, once a mother dog sees that her puppy understands he's done something wrong and he's 'apologized' by lowering his gaze, she snuggles him and lets him know she still loves him. Once you puppy breaks the stare, pull him close to your body and flip him on his back for a belly rub. This also reinforces your Alpha status. You're large enough to flip him on his back! At this point it's also OK to use your 'Nice' voice so your puppy feels safe and secure.
Using this method you really can housebreak your puppy in a day and you can correct behavior problems quickly.
It's important to use this training method from the very beginning. If you wait until your puppy is too large for you to pick up off the ground then you've lost the advantage.
