Reduce health and environmental impacts using Green Construction Techniques

Building construction, renovation and operation consumes a tremendous amount of energy and resources, all of which translate directly into increased air pollution. It is possible to reduce the health and environmental impacts of buildings Using green construction techniques, while also building economic development and creating jobs.

Green building is the practice of increasing the efficiency with which buildings and their sites use and harvest energy, water, and materials, and reducing building impacts on human health and the environment, through better siting, design, construction, operation, maintenance, and removal — the complete building life cycle.

Green building is also sometimes known as "sustainable building" or "environmental building", although there are slight differences in the definitions. The practice of green building can lead to benefits including reduced operating costs by increasing productivity and using less energy and water, improved public and occupant health due to improved indoor air quality, and reduced environmental impacts by, for example, by lessening storm water runoff and the heat island effect.

[New York, NY] Proposed Int. 324-A, is a local law to amend the Administrative Code of New York, in relation to requirements for city-owned and city-funded green buildings.  The United States Green Building Council has developed a green building rating system known as LEED (Leadership in Energy and Environmental Design).  Buildings receive LEED certification if their designs score sufficient "points" in five general design areas, including siting, water efficiency, energy and atmosphere, materials and resources, and indoor environmental quality.  As a result, LEED buildings significantly reduce health and environmental impacts. Furthermore, the benefits of green buildings include a reduced impact on natural resources and city infrastructure such as water treatment facilities, as well as long-term benefits including financial savings from reduced energy and water consumption.
