The idea of cultural imperialism, where everyone outside the empire wants to be in the empire because of the benefits they see of being within it, means that an empire doesn't always have to go to war to conquer.
On those grounds, I'd say the USA has been unintentionally(?) building an empire most of its people don't want for many years.

United States is not an empire. To build an empire you must have a leader who people will die for. George Bush is no leader and some might even call him a fraud. People see him as tyrant and even his fellow Americans cannot stand him. Alexander the great built an empire and nearly conquered d world.
