Potenial proof that experimental weather modification operations are taking place in United States
In the age of Unilateral Geo-engineering, anything is possible. For those of us unfamiliar with the term Unilateral Geo-Engineering, the term appears in the title of document published by the Council on Foreign Relations.
Who is the Council on Foreign Relations and what do they do? Their website has this to say:
"A research center dedicated to understanding the world by better comprehending global trends and contributing ideas to US foreign policy."
You can read it at their own website - Workshop on Unilateral Planetary Scale Geoengineering.
Love the title. Let me get this straight.
- A group calling themselves "The Council", has as their primary focus, America's relations with foreign countries.
- This same group conducts a workshop on the topic of weather modification and includes in the title the term unilateral.
- The dictionary defines the term 'Unilateral' as something performed or undertaken by only one side.

Financiers Goldman Sachs not only fortuitously dumped millions of its shares in the British oil company, but has strong financial links to the chemical clean up firm tackling the disaster. Moreover, the Wall Street giant's new chairman was boss of BP only three months before.
Goldman Sachs Management (US) sold 6,025,387 of its shares in the British oil giant, BP on March 31, 2010 just days before the rupture of a pipe extracting deep sea oil.

Boots & Coots has two core businesses. First, there is Pressure Control, which involves prevention and risk-control services for oil- and gas-well fires and blowouts.
Next, Boots & Coots has a Well Intervention division, which helps enhance production for oil and gas operators. This business is likely to benefit nicely from the trend toward unconventional resource plays (such as extracting energy from shale).

"Researchers such as Hugh Willoughby, the former director of NOAA's Hurricane Research Division, and Kerry Emanuel, a tropical cyclone expert at MIT, have hypothesized that coating the ocean surface with an oily sheen would theoretically reduce evaporation and sap a hurricane of some of its strength."
"If the oil slick persists into hurricane season (which begins on June 1), and a tropical storm or hurricane happens to stumble upon it, then some scientists could finally witness a real-world experiment of their proposed weather modification technique."
Rick Knabb, the tropical weather expert over at the Weather Channel doesn't think it's possible, read more here.
"The oil would also seem unlikely to hinder the formation of a tropical cyclone, mainly because chances are that any tropical cyclone that forms will do so in some place that the oil is not. Also, at present the oil slick is relatively small compared to the size of most tropical systems. The slick would probably have to get a lot bigger, and at high concentrations, to affect the formation of a tropical cyclone, and only if the cyclone was trying to form right over the oil slick."
I fished around some more and ran across this article Can We Stop Storms? published at Popular Science magazine in 2005. The article mentions covering the ocean surface with oil to sap strength from hurricanes and cyclones, but also it mentions weather operation experiments have already taken place.
"In July 2001, Dyn-O-Mat engineers dumped 8,000 pounds of their Dyn-O-Gel (an amount capable of absorbing 4,000 tons of water) over a small thunderstorm near Florida. Within minutes the storm disappeared.
But there is no mention of the chemicals contained in Dyn-O-Gel. One can safely assume whatever it is, it's expensive. It's the nature of the chemical industry.New Guestbook
