I know that many men do not want to admit it but a popular layering option for men is a pair of ladies pantyhose.
Yeah, try to get a man to admit it, but if you hang out in motorcycle forums and read the Q&A section of a few motorcycle magazines you'll see that it's true.
While it can offer a little bit of protection from the cold it does not really give you the warmth that you need. Plus because mens hands are much more calloused and rough than a womens pantyhose does have a tendency to last through only one or two wearings so they can get very expensive.
A much better option are leggins that are made to wear for layering.

- My husband started using them about 2 years when the price of gas went up and he couldn't afford to feed his 60's muscle car. He was hesitant at first (you know the Harley macho thing) but within 15 minutes of riding he was in love.
He has since added a few other piece of heated clothing and can ride comfortably all winter.
