License: Ask to see photo ID with their plumbers license. If they can not provide this, then find someone else. Check the back of the ID to ensure they are qualified to carry out the work you need.
Insurance Do they or the company the represent have public liability insurance? If something was to go wrong, you don't want to be the one to pocket the expenses.
Compliance Certificate: A compliance certificate should be issued within a week on the completion. In Victoria a compliance certificate is mandatory for all plumbing jobs over $750.
