That's the first step. Observe your dog to find out why it is barking.
Train Dog
Once you know why your dog is barking you can go about training it or finding a solution. For the example above you could simply leave your dog inside or move it somewhere else. (Another option would be to shave off your neighbors beard while he is sleeping. That's probably not an option for most people though.)
If you figure your dog isn't getting enough exercise you could look into getting someone to walk your dog more often.
If your dog is lonely you could get another dog.
