How to make a resume is one thing; creating a resume that has a chance of being considered is another.  Ninety-five percent of all resumes are simply glanced at and discarded!  Put yourself in the position of the person reading dozens and sometimes hundreds of resumes for a given job.  They must get bored out of their skulls reading those boiler-plate resumes that 99 out of 100 applicants send in.  They are only going to seriously consider resumes that stand out in some way.  Writing a resume is really about marketing yourself, so if you're putting out the same kind of product as everyone else, your resume is destined for the recyle bin.  YOU HAVE TO STAND OUT FROM THE CROWD!

You are absolutely right to consider "How To Make A Resume" rather than how to write one, because the process should be more like "How To Make Money" than how to write effectively. It's not about getting the job by listing all of your wonderful accomplishments in one of those boring "Objective...Work Experience...Education...Zzzzzz" boiler-plate resumes that more often than not get booted to the circular file. It's about getting noticed!

You need to market yourself. You need to get that guy that's reading your resume to think "Hey, now this is interesting..." rather than "yeah, yeah, blah, blah, blah...(sound of crumbling paper)...Jordan turns, he shoots, he scores!".

I like to tell the story of a guy I know who had been mailing out one of those boring standard resumes for months without success. He asked me for some cheap (actually, "free" is the word he used) advice, and I simply told him "get yourself noticed first, THEN go after the job". He was a bit lazy in the writing department however, so rather than rewrite his resume, he took his current one and LAMINATED IT TO A PIECE OF DECORATIVE WOOD!! I guess he figured that at least the guy reading it couldn't crumble it up and throw it away. Well guess what - he sent out a single "resume" and HE GOT A PHONE CALL AND EVENTUALLY GOT THE JOB! On top of that, once he got the job, he asked for the resume back so that he could hang it like a trophy on his office wall - PRICELESS!

Now, I'm not recommending this method to you, but it's clear that getting noticed is far more important than most people realize. It is so difficult for most people to even organize and type out a run-of-the-mill resume, that trying to come up with a resume that gets noticed seems like a daunting task. OK, So Maybe You Don't Know Marketing. Let An Expert Do It For You!

So your idea of marketing is going to the grocery store to buy a can of soup! Well, then maybe you shouldn't be going it alone when it comes time to market yourself for a new job. In fact, in my opinion, if it is within your budget, it's well worth paying tens and even hundreds of dollars to have an expert prepare a resume for you. BUT MAKE SURE THAT IN THEIR SALES PITCH TO YOU, THEY EMPHASIZE MARKETING, NOT TYPESETTING! Also, no matter who you hire, make sure that you do not pay everything up front for their services. Paying half up front and holding back half of the payment upon receipt and approval of the finished product is not unreasonable; if they balk at this, simply move on!

Another option if you don't want to go it alone is to use one of the many software products available on how to make a resume, for example Amazing Resume Creator. This software product and many others are very reasonably priced, so you should be able to find one within your budget. Again, MAKE SURE THEY STRESS MARKETING IN THEIR PITCH, and be sure they offer a MONEY-BACK GUARANTEE.
