InfoPath 2010 consists of two applications: InfoPath Designer 2010 and InfoPath Filler 2010. When you install InfoPath 2010, you install both applications, because InfoPath Designer 2010 and InfoPath Filler 2010 make use of the same executable, but different switches to start them up. You do not need InfoPath Filler 2010 if you have SharePoint Server 2010, InfoPath Forms Services, and are planning to create browser forms that are to be filled out through a browser. However, you would have to have it installed to be able to merge InfoPath forms.
