Itachi Uchiha was Sasuke Uchiha's older brother, an S-rank missing-nin from Konohagakure and a prominent member of Akatsuki who was partnered with Kisame Hoshigaki.
As a member of Akatsuki, he possessed incredible self-control of his emotions. He constantly displayed an emotionless personality. He only showed surprise when opponents proved more powerful or skilled than he had expected, and even then he didn't lose his composure. He did not possess any arrogance, and fully justified any statements he made about his power, even complimenting his opponents at times on their abilities.

Itachi's pants come close to what sasuke is wearing, so you might want to get yourself a pair of Karate pants. Just wear the ninja shoes over the lower of it, or fold it inwards.

About the Itachi Hair
Well you can ignore this note if you have a long black hair, but if you have a short hair, you have to get a wig. If you are going to emulate a character, go all the way and do not hold back. Coming up short is bad when dressing up as your favorite character. Just look at photos of cosplayers at Flickr and you will see guys who will make you go, "meh" because they either lacked accessory or had hair that did not match the original character.
