You'll find that in most circumstances, jersey leggins/jeggings that are paired up with a skirt are your best choice. They have more of a silky feeling and help the skirt sway when you move. However, jersey material can be much warmer than cotton and if you live in a warm climate and are feeling the summer heat a pair of leggings made of combed cotton or ones that are made specifically made to pair up with a skirt might be your best bet.
If you are shopping in a local store then you will be able to feel the material and see the weight. If you are shopping online and do live in a warm climate look for the terms "lightweight", "summer weight" or "summer style".
