Here are your choices on how to keep cool this summer. I'll start with the simple and inexpensive, and work up, so if you don't have much money to spend or if you're waiting for your air-conditioning to be installed, you'll have some easy ideas for keeping cool during a summer heat wave.

Psyche yourself into it - keep cool psychologically

One way to keep cool is simply to keep your cool. Accept the heat, and psychologically condition yourself not to be bothered by it. You could say to yourself, "It is warm but I love it this way." You may not believe it now, but if you accept this statement as your truth you can psychologically deal with the heat wave better, while employing some of the simple cooling methods I'll describe in the following paragraphs.
Fans are a first strike against excess summer heat

A fan near my worksite is essential for getting through the summer comfortably. I may not have it on all the time but it sure helps if the heat gets to be more than I can bear. This helps because we don't have air conditioning in our home... there's a swamp cooler in the dining room and the rest of the rooms (such as my office) have to rely on fans.
Fans are an inexpensive, humble, and helpful solution for many summer heat problems. Of course, it all depends on the measure of your heat, as to which solution is best for you. Also your budget will determine what you get. But my fan is plenty for now - having a fan has gotten me through many hot summers in this inland valley - and I'll continue to use them.

If it is super hot out, and you need to keep cool, go spray yourself with the garden hose! It's just water! It will dry. It won't hurt you. Simply turn on the hose, spray it up into the sky, and let yourself be cooled. Let your clothing get misted. You don't need to be totally soaked, unless you want to be, but an occasional wetting-down will do wonders for your ability to survive a heat-wave without air-conditioning opportunities.

I've bought a lot of these box fans. I like them better than oscillating fans because the blades are larger and you can aim them directly at you. The oscillating fans are directed your way only briefly, then they turn. Personally, I think the air oscillates enough on its own once a big fan like this starts moving it around.
I have a big box fan here in my office that has lasted at least ten seasons already. We used them in the front of the house to move air from the swamp cooler to the back of the house, and had more to move cool air through the rooms. I also like to put a box fan in the window in the evenings to move cooler evening air into the house. This is a very convenient and utilitarian tool to keep on hand, no matter what your other cooling methods are.
Swamp coolers help you keep cool in dry climates
...we've used one for the last eleven years.
There's nothing wrong with a good swamp cooler, and we've used one for the last eleven years but though ours is large, it doesn't cool the entire house effectively, in my opinion. It is no match for an air-conditioner, so we're installing window air-conditioners this year.
The swamp cooler is a lot better than nothing, however, and is much easier on electric bills! You have to make sure that the pads are fresh and mold free. They have to be changed every year. Also make sure the pump is working right to keep those pads wet.

We chose these air conditioning products to keep our home cool this year: a 6000btu cooling air conditioner for my office, where I spend most of the day; a 12000btu air-conditioner for the dining room and living room where my partner spends most of his days, and tape to seal the edges.
These air conditioners have electronic controls including remote control, sleep mode, 24-hour timer, anti-bacterial mesh filters, tilt-out access, low voltage startup, and multi-directional controls.
This smaller model is great for one-room cooling. It is advertised to cool up to 216 square feet, and my office is about 120 square feet, so this is perfect for saving my day and helping me get my work done without suffering from the heat.
