Often a manager of a vacation property will look at their occupancy levels and decide they need to offer some deals to fill their rooms. The same thing happens with airlines, cruise ships and other vacation modes.
It costs the airline just as much to fly a full plane as it does an empty one. They might as well discount the seats and get more paying passengers.
