Say:

See the difference?
In the first sentence you gave him an option to choose whether to make his homework or not.
In the second one you made a statement, and didn't leave him a choice.
If it's done correctly, subconsciously he will realize that the ONLY way for him to watch TV is by doing what you told him to do.
