Speaking in general terms, free Spanish online resources are divided into 2 categories:

1. Step-by-step programs
2. References

Most Spanish learning websites are references, meaning they don't offer you step-by-step instructions on how to learn Spanish (or they do, but you have to pay in order to access them).

Step-by-step programs are by far the best method I know of to learn Spanish for free. The ONLY resource I know of that's step-by-step program is BBC Spanish. That's why I put first.

Don't get me wrong, references are VERY USEFUL if you want to IMPROVE your Spanish.

However, if you have no foundation and want to start learning Spanish for free, then start with BBC Spanish.
