I provide some steps to follow to get started today. Some time will be needed to collect the hard to find mini figures. I will post as many of rare mini's as I can. Some figures can be found in Lego sets.
Most the time I buy the sets and keep the mini's and sell the blocks in bulk on Ebay or Amazon. I have listed Batman minifigures, Starwars mini figures, and Harry Potter minifigures.

Collecting Legos Mini - Guide
1) Look around the house start with what you have. Separate all the mini figures from all the other Lego sets you have. Then Separate all the accessories like tools, helmets, weapons, and loose body parts.
2) If you only take one tips away from me, make sure you stay organized. Buy plastic bins with dividers to keep the parts separated. This will save you time in the long run. Organize by size and themes. Try to stay focused on collecting just a few themes at first. There are over 4,000 unique mini figures and you will probably not find all of them. I would start with the themes that you are familiar with as a child. Once you have organized then go back and complete the themes finding missing people and accessories.
3) Find missing pieces online like Amazon and Ebay. I will post many of the items that I buy on here. Ebay and Amazon are a great way to find missing min figure parts. I always sell my unwanted Lego people and pieces on Ebay. When I am looking for Lego mini figure parts I buy in LOTS on online site. The larger the Lot the cheaper the price per piece. When I am in the market for star war lego minifigs I will buy a large bulk lot that includes star war legos, harry potter legos, batman legos and other themes. I will then save the ones I want and sell the rest in small lots by theme. This strategy will save you money on the legos you want and make profit on the ones you don't.

The First Lego Minifigs
The first minifigures (or minifigs) were released in 1978 for the Town, Space, and Castle playsets. When they were first created, LEGO decided that their (always happy) faces should have only one color: yellow. Minifigs have no sex or race. Actually, they didn't have any arms or movable legs either.In the 1980s, with the arrival of the LEGO Pirates, new facial features (evil/good/happy/grumpy) were released. In 2003, the company released different skin colors for the LEGO Basketball.

How to Create Custom Lego Mini-Figs
Step One: Choose a character to modify in a unique way. Your style and technique will develop over time, for now just experiment and have fun. A great resource for inspiration is the Internet Google custom Lego Mini figures.Step Two: I use a highly evolved three-stage paint (primer coat, base coat and finish coat) but for starters it is acceptable to choose modeling paint that can be found at any hobby shop. You will want to purchase the basic colors (red, blue and yellow quick-dry spray paint, also black, white and silver trim paint in the jar). You will also need the tiniest paint brushes you can find (about 2.49 each), paint thinner and 1/2 inch masking tape.
Step Three: Remove the helmet and balance it on a pencil or Q-tip. Spray a thin even layer of base coat paint (white for instance) and allow it to dry for about 15-20 minutes. For drying just place the pencil in a cup. We spray about 5 layers to acheive our goal coverage (allowing each coat to dry between 15 and 30 minutes) but two or three coats is a good start.
Step four: Allow paint to dry completely ! Or you will see your finger marks when you touch helmet. Drying times will vary. Even with quick dry paint. I generally dry my paint in 65 degree plus weather for several hours. Paint multiple helmets and let them set overnight.
Step Five: Remove the arms and use the masking tape to cover the ball joints. Use the previous technique to paint the arms (avoid spraying paint inside the wrist sockets).
Step Six: After base coat has dryed completely, it is okay to begin the trim coat. Choose a trim color that contrasts the base coat. Use the thin brush to paint patterns or to accent the articulation of the helmets. The trim coat must dry overnight also.
Step Seven: Re-assemble the mini-fig and add accessories such as pistols, a lightsaber, kamas, capes or decals.
