The credit report repair process is set forth by federal legislation that was established with the positive goal of allowing consumers to fix their credit reports and providing a framework and set of rules for doing so. The problem with this legislation and the resulting problem with credit report repair is that the wording in the credit repair acts is open to interpretation. This ambiguity both helps and hurts consumers. First off, it helps because it only loosely specifies which negative items on a credit report can be disputed. As mentioned above, consumers are allowed to dispute items they feel are "inaccurate" (self explanatory), "unverifiable" (may be accurate but cannot be proved), or "misleading" (technically accurate but gives a bad impression that is not representative of the consumer).

This ambiguity is nice because it allows consumers to dispute a wider variety of items but it is a double edged sword because it gives the credit bureaus the right to deny an investigation based on the even more loosely defined criteria of "irrelevant or frivolous". So what exactly does "irrelevant or frivolous" mean? No one but the credit bureaus knows.

The difficulty of credit report repair becomes getting your dispute past the credit bureau gatekeepers who are tasked with rejecting your disputes. When performing credit report repair on your own, this becomes a frustrating and time consuming process of trial and error.
